IDPs reject receiving the IDP certificate and thus lose the possibility to receive pensions because of the numerous payment control mechanisms  

Such conclusion was made in the report Affected by the conflict: how Ukraine ensures their rights. Receiving social benefits via only one state bank, discriminatory social payment controls, low-income target assistance are just the part of those ongoing limits in Ukraine that hinder IDP rights realization for social benefits.

According to the researchers, these conclusions together with other instances of inefficient state policy for those affected by the war and occupation are going to be sent to the UN Committee on Economic, Social and Cultural Rights to consider the Ukrainian situation in spring of 2019.

Valeriia Vershynina, programme manager of the Liaison Officer (RADNYK) Programme, stated: “Such reports developed by the public are a significant instrument of influence on Ukrainian domestic policy toward its citizens. Informing the international community about the respect for rights of those affected by war draws Ukrainian officials’ attention to this problem, especially those who are responsible for overcoming artificial barriers to productive life of IDPs”.   

The authors of the report are experts of the Non-governmental organizations dealing with human rights in Ukraine, including the experts of the Liaison Officer (RADNYK) Programme. Apart from statistical data  and expert conclusions, the report involves IDP personal stories about discrimination and rights violations.

“I wrote an appeal to prolong my target assistance, and then started to wait for social inspectors to check me. However, nobody came to me even in a month. I applied to the district social security department, where they informed me that the verification had already taken place. Two weeks ago! But I supposedly was not at home. Therefore, now I will be deprived of the right to receive target assistance… The social inspector has shown me a photo, where she leaves a message in the gates of my supposed address. But it was a completely different house in the photo”, – from Iryna’s story, the IDP.
