How an internally displaced child can receive pension for loss of breadwinner or a social assistance

Pension for loss of breadwinner is assigned to a child of a deceased breadwinner up to the age of 18 or 23 in case of full-time students. The legal representative of a child, or a child of a deceased breadwinner in person who reached the age of 18, should apply to the Department of Social Protection and Labour (DSPL) and submit mandatory documents, as follows:

  • application form according to the sample
  • passport
  • unique tax reference (UTR) number
  • for a child reached the age of 18 – certificate from the educational institution that a child is a full-time student.
  • IDP certificate
  • deceased breadwinner’s documents
  • breadwinner’s death certificate or a court decision for reported him as missing or declaring him dead
  • proving age documents (in case it is not stated in a death certificate or a court decision, for example, birth certificate)
  • for the period of work till 01.01.2014 – the documents on work experience (for example, employment book, other documents provided in the workplace, archival institutions. In case there are no documents, provide any other documents – certificates, extracts from orders, personal accounts and payslips, IDs, written employment agreement)
  • for the period of work beginning 01.01.2014 – the information used in the Pension Fund (certificate from the database of the State register of obligatory national social insurance)

A child can also submit:

  • UTR number of deceased breadwinner
  • certificate of family composition of a deceased breadwinner and copies of documents confirming blood relationships with the deceased.

However, what’s to be done in case the deceased person did not have an insurance record?

Then, it is impossible to qualify for a pension, but you can qualify for state social assistance paid to the legal representative of the child until his/her adulthood, or a full-time student reached the age of 18 (until the age of 23). In order to qualify for state social assistance, the legal representative, or a child of the deceased breadwinner in person (upon reaching the age of 18) should apply to the DSPL and submit the documents as follows:

  • application form according to the sample
  • copy of the IDP certificate (providing original)
  • copy of the birth certificate or a copy of passport of Ukraine (providing original)
  • copy of UTR
  • copies of documents confirming blood relationships with the deceased (if available, for instance, birth certificate)
  • copy of breadwinner’s death certificate or a court decision for reported him as missing or declaring him dead (providing original)
  • for a child reached the age of 18 – certificate from the educational institution that a child is a full-time student.
